My cell phone is a year old and I am just sick of it. I want something new and modern. I called my carrier and they said I could upgrade but that at this point in time, if I did I'd have to pay a seventy dollar upgrade fee. I'm cheap and don't want to do that because by the time I add even the promotional rate for the phone I'll be talking big bucks. I want to find out about unlocked cell phones. The question I have is, can they be activated at any carrier or do the carrier's take an attitude and not activate because it isn't their phone?
